STR Regulations for Waimanalo, Hawaii

1. Overview: Are Short-Term Rentals Allowed in Waimanalo?

Waimanalo is NOT an approved zone for new Short-Term Rentals (STRs).

STRs (rental periods under 30 days) are only permitted in specific resort-zoned areas (Waikiki, Ko Olina, Turtle Bay, Makaha) or in apartment-zoned areas explicitly mapped by Honolulu DPP. Properties outside these zones require a Nonconforming Use Certificate (NUC) grandfathered before Oct 22, 1986 to legally operate as STRs. New NUCs are no longer issued.
Since the provided sources do not list Waimanalo as a resort zone or mapped apartment area, STRs are not allowed in Waimanalo unless the property has a valid NUC. Verify eligibility using the Honolulu DPP's STR Eligibility Map.

Key Definitions (from Honolulu DPP):

  • STR: Lodging for less than 30 consecutive days (aka vacation rental).
  • Bed & Breakfast (B&B): Hosted STR where owner/resident is present. Max 2 rooms, 2 adults/room.
  • Transient Vacation Unit (TVU): Unhosted/whole-home STR. Max 2 adults/room.
  • NUC: "Grandfathered" STR permit for properties operating before Oct 22, 1986. Must be renewed annually (Sep 1-Oct 15). No new NUCs issued.
