  • Zoning Caps: The city is divided into ten STR zones. In each zone, the number of active STR licenses may not exceed 5 % of the total housing units in that zone. When a zone reaches its cap, new applicants are placed on a waiting list.
  • License Required: All non‑owner‑occupied rentals of residential dwellings for fewer than 30 days must obtain a City Short‑Term Rental License before operation.
  • Owner‑Occupied “Bed‑&‑Breakfast” Exception: A property where the owner lives on‑site at least nine months per year is treated as a Bed‑&‑Breakfast Inn. These units still need a business license but are exempt from the STR license cap and the $750 initial fee.
