  3. Establish tax compliance.
    • California requires hosts to collect and remit Transient Occupancy Tax (TOT) on stays of 30 days or fewer. Operational Risk and Compliance Notes

  • Zoning and HOA restrictions: Even where STRs are legally permissible, HOAs or private covenants may prohibit them; verify deed restrictions and community rules before investing.
  • Enforcement: In many Orange County cities, enforcement is complaint-driven; maintain strong community relations to mitigate nuisance issues.
  • Regulatory change: Orange County jurisdictions have been tightening rules ahead of major events and due to housing concerns; monitor city/county updates.
  • Tax and liability: Maintain robust records for TOT remittance, insurance coverage, and life-safety compliance to reduce audit and litigation risk.

Important: This guide is for investor information only and does not constitute legal or tax advice. Regulations change frequently; consult local authorities, county agencies, and qualified counsel before operating a short-term rental.

Westminster is bordered by the city of Seal Beach on the west, by Garden Grove on the north and east, and by Huntington Beach and Fountain Valley on the south. Westminster (1947), a Hispanic man sued the Westminster School District for forcing his daughter, Sylvia Mendez, to attend a school for Mexican children. They eventually won and thus began the process of desegregation. Sylvia Mendez was later awarded the Presidential Medal of Freedom from President Barack Obama on February 15, 2011. Westminster won the All-America City Award in 1996.
