STRs are explicitly allowed citywide as 'Tourist Rooming Houses' with clear legal framework, but require multiple permits (county health, state sales tax, local room tax) and regular inspections. The comprehensive safety requirements, water testing, and inspection schedule create moderate operational burden, though no meaningful caps or major prohibitions were identified.
