Challenging to Investors

Hubertus Regulations

STRs appear to be happening citywide and are not explicitly banned, but no Hubertus‑specific rules are captured, forcing investors to seek unknown local permits or approvals and to comply with ATCP 73 state lodging standards—creating ambiguity, permit risk, and potential caps or denials (e.g., nearby Calumet denial).

About Hubertus

Hubertus is a small unincorporated community in Washington County, Wisconsin, situated in the rolling kettle moraine countryside northwest of Milwaukee. With a population of only a few thousand residents spread across the surrounding rural and wooded area, it has the feel of a quiet rural village rather than a town in the traditional sense. The community is best known as the home of Holy Hill, one of the most recognizable pilgrimage sites in the upper Midwest, and it sits at the edge of some of southeastern Wisconsin's most popular outdoor recreation country. Hubertus is roughly 25 miles northwest of Milwaukee, making it an easy drive for visitors who want a country setting without being far from a major city.

The most prominent landmark in the area is the National Shrine of Mary Help of Christians at Holy Hill, a Catholic basilica perched atop one of the highest points in the region. The site draws hundreds of thousands of visitors each year, who come to tour the neo-Romanesque basilica, walk the outdoor Stations of the Cross, and take in panoramic views of the surrounding countryside. It is located right in the Hubertus area, just a few minutes from the center of the community, and serves as the main cultural and historical anchor of the village.

A short drive northeast of Hubertus brings visitors to the Kettle Moraine State Forest (Northern Unit), a sprawling landscape shaped by the glaciers that once covered the region. The forest offers more than 125 miles of trails for hiking, biking, and cross-country skiing, along with lakes, campgrounds, and an observation tower at the top of Parnell Tower. Outdoor enthusiasts appreciate the mix of hardwood forests, glacial landforms, and the Ice Age National Scenic Trail that threads through the property.

Just down the road, the Ice Age National Scenic Trail also passes through the wider region, offering additional hiking opportunities that wind past kettles, eskers, and other glacial features that geologists and casual walkers alike find fascinating. The trail is accessible from multiple points within a short drive of Hubertus, giving visitors a chance to explore short sections or longer through-hikes depending on their schedule.

Hubertus makes a compelling base for short-term rentals because it pairs genuine small-town character with quick access to some of southeastern Wisconsin's biggest draws. Guests can spend their mornings hiking in the Kettle Moraine, their afternoons at Holy Hill, and still be in downtown Milwaukee for dinner in under an hour. That combination of rural tranquility, spiritual and natural landmarks, and proximity to a major city gives the area a broad appeal for couples, families, and outdoor travelers looking for a quieter alternative to staying in the metro.
