Washougal Regulations

STRs are only allowed as an accessory to the operator’s primary residence and require a Minor CUP and standard business licensing, limiting scalability and excluding non-primary investments; extra costs and operational rules (onsite host, strict occupancy/bedroom limits, screening/parking, landscaping buffers) add burden.

About Washougal

Washougal is a small city in Clark County, Washington, situated along the north bank of the Columbia River directly across from Oregon. With a population of roughly 16,000 to 17,000 residents, it carries the character of a quiet riverfront community whose identity is shaped far more by the surrounding landscape than by urban density. The town is best known as the western gateway to the Columbia River Gorge, and it functions as a launching point for hikers, windsurfers, cyclists, and sightseers heading into the gorge or the Cascade foothills. Portland, Oregon lies approximately 20 miles to the west, a short drive across the Glenn L. Jackson Memorial Bridge, and the city has long served as a commuter town and weekend escape for residents of the greater Portland metro area.

Just east of Washougal along the Washington side of the Columbia lies Beacon Rock State Park, an 8,000-acre park anchored by the monolithic Beacon Rock, one of the largest volcanic plugs in North America. The park offers more than 20 miles of hiking and equestrian trails, including a steep switchback climb to the top of Beacon Rock with sweeping river views, and visitors can typically reach the trailhead in about 20 minutes from downtown Washougal. It is one of the signature stops along the Historic Columbia River Highway corridor and a strong draw for outdoor-oriented travelers staying in the area.

A few miles west along the Columbia, the Steigerwald Lake National Wildlife Refuge provides a quieter, more pastoral experience with walking trails, seasonal wetlands, and reliable bird-watching. The refuge is roughly a 10-minute drive from central Washougal and offers a flat, family-friendly loop that appeals to visitors who want an easy nature outing without the crowds of the gorge.

Just upstream from town, the Washougal River cuts a green corridor through the Cascade foothills and is popular for whitewater kayaking, stand-up paddleboarding along its lower reaches, and summer swimming holes. A short drive south and east from Washougal also places visitors at the doorstep of the Columbia River Gorge National Scenic Area, a sweeping 80-mile canyon famous for its hundreds of waterfalls, including Multnomah Falls, and its extensive network of trails, overlooks, and windsurfing beaches. The town of Hood River and the slopes of Mount Hood are within roughly an hour's drive, making Washougal a natural base for travelers who want to pair a quiet small-town stay with day trips into one of the most scenic landscapes in the Pacific Northwest.

For short-term rental investors and visitors alike, Washougal's appeal lies in this balance: a peaceful, affordable-feeling base community with quick access to Portland's dining and culture to the west, and the forests, waterfalls, and river playgrounds of the Columbia River Gorge to the east. That combination of small-town calm and gateway convenience makes it a versatile location for travelers ranging from weekenders escaping Portland to outdoor adventurers using the town as a staging ground for longer explorations of the Cascades.
