Short-term rentals are clearly permitted statewide with defined licensing thresholds; a VDH lodging license is only required for 3+ units or when food is prepared on-site, while 1–2 units without food follow standard health/safety rules. Taxes are straightforward—9% Rooms Tax plus a 3% surcharge—with platforms remitting and independent hosts registering for free. No caps or municipal bans were identified; compliance relies on standard state health/safety requirements and routine filing.
