Leesburg Regulations

Leesburg explicitly allows homestay STRs and Loudoun County permits STRs county‑wide with clear, two‑step processes (free county registration plus $165 zoning permit; $50 town permit + pre‑inspection). Guest caps (≤6) and stay limits exist but are moderate, and there are no density/number caps for operators—combined with a documented compliance pathway, the regime is investor‑friendly.

About Leesburg

Leesburg is the seat of Loudoun County in northern Virginia, set among the rolling hills roughly 35 miles northwest of Washington, D.C. The town has a population of about 53,000, giving it a small-town feel even as the Washington metropolitan area presses in around it. Brick sidewalks, preserved eighteenth- and nineteenth-century architecture, and a compact historic core give the town an unhurried, traditional Virginia character. Leesburg is perhaps best known as a gateway to Loudoun's celebrated wine country, its rolling horse country, and the foothills of the Blue Ridge Mountains, and it draws visitors who want a quieter, more pastoral experience within easy reach of the capital.

Downtown Leesburg anchors the experience, with its tree-lined streets, locally owned shops, breweries, and restaurants clustered around the Loudoun County Courthouse. The historic district is walkable and dense with restored Federal- and Victorian-era buildings, making it a natural gathering point for visitors exploring the area. Just outside the town center, the Washington and Old Dominion Railroad Regional Park, a paved multi-use trail that runs more than 45 miles from Arlington out through Loudoun County, offers a flat, scenic route for cyclists and walkers passing directly through town.

A few miles west of downtown lies Morven Park, a roughly one-thousand-acre historic estate that includes a museum complex, formal gardens, walking trails, and active equestrian facilities. The grounds host a range of events throughout the year, from equestrian competitions to seasonal garden tours, and offer visitors a glimpse of the county's Gilded-Age country-house tradition. South of Leesburg, about a ten-minute drive, Oatlands Historic House and Gardens preserves a Greek Revival mansion surrounded by terraced gardens and farmland, providing a quieter, more contemplative stop that complements the busier in-town attractions.

Loudoun's wine country radiates outward from Leesburg in nearly every direction, with dozens of tasting rooms and vineyards scattered through the surrounding countryside within about a fifteen- to thirty-minute drive. Routes 9, 15, and 7 thread through tasting destinations, many of which pair their wines with vineyard views of the Blue Ridge to the west and horse country estates to the north. Together, these surroundings make Leesburg a flexible base for travelers who want a historic, walkable town paired with countryside, vineyards, and easy access to both the Shenandoah foothills and the broader Washington, D.C. region.
