STRs are permitted countywide in qualifying zones with a clear nightly‑rental license, reasonable fees and software transition, and only a 3% local transient room tax; however, compliance burdens (24/7 managing agent, property‑management proof, parking/no‑signage/noise rules) plus proposed annual day limits, overlay/tiered licensing, wildfire/ADA/occupancy caps and an ADU ban create strong constraints. Park City’s more restrictive zoning further tightens available areas, and an increasingly assertive enforcement posture (complaints officer, Azora tracking, online listing evidence) pushes investor risk up, making Summit challenging rather than friendly.
