Generally Investor friendly
STRs are clearly permitted citywide with a straightforward two-type structure, and the permit cost ($200) and renewal ($100/3 years) plus insurance ($500k/$1M) are reasonable. Rules for safety compliance, monthly HOT filing, and a 300/150 rule limiting clustering of Type 2 STRs introduce friction but are not hard caps; enforcement (fines, revocation after three citations) is moderate and predictable, creating acceptable investor risk.
