Challenging to Investors

Keller Regulations

STRs are explicitly allowed citywide in approved zones with clear, defined processes (registration, inspections, safety standards), indicating moderate permitting and known compliance steps. However, strict operational caps (30-day max stay, 180 annual days, 2 guests/bedroom), safety prerequisites (two egress points), parking constraints, and a three-strike suspension system introduce meaningful compliance burden and limit viable returns, pushing the environment into challenging rather than friendly for investors.
