Challenging to Investors
Watertown permits STRs but requires planning/zoning approvals, safety inspections, insurance, and other compliance steps without a dedicated licensing framework, creating cost and process uncertainty. Enforcement appears neighbor-complaint driven and zoning/density limits add constraints, while the state’s evolving legislative posture raises additional regulatory risk.
