Isabela Regulations

Short-term rentals are explicitly allowed citywide with a clear, capacity-based municipal license ($250–$1,000/year) and established enforcement. Compliance requires moderate permitting (state PRTC registration, OGPe use permit, room tax, municipal patents) and ongoing reporting, but fees and processes are known and predictable. No citywide caps or severe restrictions are mentioned, and enforcement is active yet structured.

About Isabela

Isabela is a coastal municipality on the northwest corner of Puerto Rico, in the western portion of the island within the Porta del Sol tourism region and the broader Aguadilla–Isabela metropolitan area. Home to roughly forty thousand residents, it carries the relaxed rhythm of a beach town wrapped around a working municipality, with a paved coastal road linking a string of sandy coves, residential hillside communities, and a small downtown plaza. Long popular with Puerto Rican weekenders for its surf breaks and laid-back atmosphere, Isabela is increasingly recognized as a gateway to the northwest coast's mix of beaches, forests, and karst-country attractions. It sits about ninety-five miles west of San Juan, the nearest major city, which is roughly a two-hour drive along the island's main highway, while the regional hub of Aguadilla lies only about ten miles to the west.

Jobos Beach is the marquee draw of the Isabela coast and one of the most photographed surf breaks in the Caribbean. A crescent of golden sand backed by low palms and a cluster of small beach bars, it draws surfers year-round for its consistent waves and hosts a busy local scene of restaurants and guesthouses. It sits just a few minutes' drive northwest of Isabela pueblo along Route PR-466.

Just inland and to the east, Guajataca State Forest covers several thousand acres of subtropical woodland that includes parts of the karst landscape, hiking trails, and historic observation points from the Spanish–American War era. Visitors typically reach the forest in about fifteen to twenty minutes from central Isabela, making it a convenient morning or half-day escape from the beach.

The neighboring Lake Guajataca is a broad, tree-lined reservoir best known for kayaking, paddleboarding, and quiet shoreline picnics against a backdrop of forested hills. It is roughly twenty minutes from Isabela and a popular stop for travelers looking to pair a beach day with a calmer freshwater experience.

A longer but worthwhile outing leads east along the coast to Camuy River Cave Park, one of the largest cave systems in the Western Hemisphere. The park, located in the neighboring municipality of Camuy, is roughly a forty-minute drive from Isabela and offers guided tram tours through enormous sinkholes and underground river passages.

Isabela's appeal as a short-term rental base comes from this easy layering of experiences: walkable beaches and a strong surf culture, a compact downtown with local food, and a short driving radius that includes state forest trails, a scenic lake, and one of the hemisphere's most significant cave systems. With San Juan and the international airports of the north coast within reach for arrival days, the town offers visitors a quieter, more outdoors-oriented alternative to the metropolitan beachfronts.
