Challenging to Investors
Wellsboro's STR regulations are challenging for investors due to the prohibition on non-owner-occupied STRs (eliminating most investment opportunities), high fees ($450 initial, $250 annual), strict operational rules (30-day maximum rental, parking/signage limits), and burdensome requirements for grandfathered properties (inspections, 24/7 manager proximity). While owner-occupied STRs are technically allowed, the combination of high costs, extensive compliance, and ongoing enforcement uncertainty deters investment.
