Mountain Top Regulations

Mountain‑Top permits short‑term rentals citywide without local licenses or caps; the main burdens are the 6% state hotel tax (often collected by platforms) and possible HOA/White Haven Borough overlay. Compliance is straightforward and known, keeping investor risk low but not negligible.

About Mountain Top

Mountain Top is an unincorporated census-designated place in Luzerne County, in northeastern Pennsylvania, with a population of roughly 11,000 residents. It sits on a broad plateau that gives the community its name, overlooking the Wyoming Valley and the city of Wilkes-Barre, which lies only about 8 miles to the south. The community has the feel of a quiet, wooded suburb, with residential neighborhoods, small local businesses, and forested back roads. Because of its position on the Pocono Plateau, Mountain Top is often described as a gateway to the broader Pocono Mountains region, drawing visitors heading north toward the lake country, ski resorts, and state parks of northeastern Pennsylvania while remaining an easy drive from both New York City and Philadelphia, each roughly 100 to 120 miles away.

A short drive down the plateau brings visitors to Frances Slocum State Park, which lies in the same Back Mountain area and is within about 10 miles of Mountain Top. The park surrounds a 1,065-acre lake and offers swimming, fishing, non-powered boating, hiking trails, and winter activities like cross-country skiing, making it a convenient year-round escape for guests staying in the community. The Frances Slocum State Park page provides additional details on the park's history and amenities.

Farther afield, Ricketts Glen State Park sits in the northern reaches of the Poconos, roughly 70 miles north of Mountain Top. The park is famous for its Glens Natural Area, a series of more than 20 named waterfalls cascading through a deep hemlock ravine, along with Lake Jean and a long network of hiking trails that range from easy lakeside walks to challenging backcountry loops. The drive typically takes just over an hour and rewards visitors with some of the most photographed scenery in Pennsylvania.

To the north, Scranton lies about 25 miles from Mountain Top and offers cultural and historical stops such as the Steamtown National Historic Site, a working railroad museum built around a former steam-era rail yard. The site interprets the history of steam locomotion in the northeastern United States and runs seasonal excursion trains along the former Delaware, Lackawanna and Western Railroad mainline.

Mountain Top's combination of quiet suburban character, easy access to Wilkes-Barre, and proximity to a wide range of Poconos outdoor destinations makes it a practical base for short-term rentals. Guests can return from a day of hiking, skiing, or sightseeing to a peaceful residential setting that still puts them within reach of restaurants, retail, and entertainment in the Wyoming Valley, an appealing balance for travelers exploring northeastern Pennsylvania.
