Generally Investor friendly
Short‑term rentals are allowed statewide and Panaca imposes no ban, but local business licensing, transient‑occupancy tax registration, safety inspections, and jurisdiction‑verification are required; licensing is straightforward and fees appear modest, with no explicit caps and AB443 removing many zoning barriers that could constrain operations.
