Challenging to Investors
STRs are technically allowed but constrained to Bed & Breakfast special uses in residential zones or commercial districts, requiring special use permits with public hearing and council approval plus state lodging licensing. Enforcement risk exists for any residential STR operating without approvals, and strict character/parking/accessibility standards increase compliance burden.
