Generally Investor friendly
Short‑term rentals are allowed citywide (except industrial) and the stated intent is supportive; however, a 53‑unit cap applies to R1/R2 (first‑come/first‑served), introducing some availability risk. Dual city and county licensing with moderate fees ($150 inspection; $250+$50/block county), a 24/7 local contact, insurance, inspections, and escalating penalties are required, but are manageable and clearly defined, making compliance achievable for investors.
