STRs are permitted broadly (boarding houses allowed as principal use in R‑2; hotels/motels allowed in B‑1/B‑2), with no city‑specific caps or cumbersome permitting; operators follow standard zoning, safety codes, and a 9% state sales tax. The lack of restrictive local rules and supportive tone minimizes compliance burden and investor risk.
