Challenging to Investors

Salisbury Regulations

STRs are legal, but moderate state registration, tax obligations, and a 14‑day exemption claim are required, and local Salisbury rules are unclear—investors must independently verify zoning/permits, increasing compliance risk and preventing a higher grade.

About Salisbury

Salisbury is a small coastal town in Essex County, Massachusetts, with a year-round population of roughly 8,000 to 9,000 residents. Set along the Atlantic shoreline in the state's northeastern corner, it has a distinctly New England character: a quiet residential community in the off-season that swells with visitors each summer when its broad sandy shore comes alive. Salisbury is best known for Salisbury Beach, a long stretch of oceanfront that has been a beloved vacation spot for generations, and it serves as a gateway to the broader North Shore of Massachusetts and the seacoast of New Hampshire. The town sits about 35 to 40 miles north of Boston, generally an hour's drive (sometimes longer in summer traffic) along Interstate 95.

The headline draw is the Salisbury Beach State Reservation, a Massachusetts state park that runs along the Atlantic just minutes from the town center. It offers a wide sandy beach, dunes, a large campground, and seasonal lifeguarded swimming, making it the main reason most visitors come to Salisbury in the warmer months. Day-use areas and the campground fill quickly on summer weekends, anchoring the local visitor economy.

Just a short drive south, roughly 10 to 15 minutes, the historic seaport of Newburyport offers a contrasting day-trip experience. Its walkable downtown is lined with 19th-century brick storefronts, independent shops, and waterfront restaurants along the Merrimack River, and the Custom House Maritime Museum reflects the city's shipbuilding and clipper-trade past. Visitors can also catch a tour boat or stroll the harbor boardwalk.

A similar distance south, the Parker River National Wildlife Refuge on Plum Island protects more than 4,000 acres of salt marsh, dunes, and maritime forest. It is a well-known spot for birdwatching, beach walking, and spotting harbor seals, and the refuge's Sandy Point State Reservation is one of the better-kept quieter beaches on the North Shore.

Just across the state line, about 10 minutes north, Hampton Beach in New Hampshire adds another layer of seaside entertainment, with a boardwalk, arcades, live music at the Casino Ballroom, and a calendar of summer events. Together, the surrounding attractions give Salisbury a wider appeal than its small size might suggest.

For short-term rental owners, Salisbury's appeal is straightforward: it combines an iconic, high-demand beach destination with easy access to Boston, the New Hampshire seacoast, and the cultural and natural attractions of the North Shore. The seasonal rhythm of summer tourism, paired with year-round draw from antique shops, fall foliage, and winter proximity to New Hampshire ski country, gives the town a broad and resilient base of visitors throughout much of the year.
