Challenging to Investors
Newton allows STRs only as owner‑occupied primary residences with strict caps (3 bedrooms/9 guests) and a multi‑step compliance regime: state + local registration, fire inspection, $100 filing fee, annual certification, abutters’ notices, posted certificates, occupant registry, and ad numbering. Enforcement is active with up to $300 per violation and a six‑month ban after three violations in 12 months, elevating investor risk.
