STRs appear permitted by default (no city/county STR ordinance), with no local caps or costly licensing—only standard Illinois state registrations (sales/use and transient-occupancy taxes) and general safety/tax compliance. The main constraints are the lack of explicit permissive wording and the need to verify any local business licensing, zoning, or lodging taxes with Monmouth/Warren County, creating moderate compliance diligence.
