Garden Valley Regulations

STRs are technically legal, but regulations vary by county: Boise County has minimal oversight, while Valley County imposes permit, health inspections, 12-person occupancy cap (often less with septic/sewer), and annual reporting with escalating enforcement (3+ citations). This regulatory split and associated compliance costs create material risk and deter investors.

About Garden Valley

Garden Valley is a small unincorporated community in Boise County, Idaho, nestled in the Boise Mountains along the South Fork of the Payette River. With only a few hundred year-round residents, it has the easygoing, outdoors-oriented character of a mountain village rather than a traditional town. The community is best known as a launch point for whitewater rafting, fishing, and forest recreation, and it sits roughly 70 miles north of Boise, the state capital and nearest major city, reached by about a 90-minute drive on State Highway 55 through scenic canyon country.

The defining feature of the area is the Payette River, which runs alongside the community and draws visitors from across the region. The South Fork near Garden Valley is celebrated for its continuous class IV and V whitewater, and several outfitters offer guided rafting and kayaking trips from spring through fall. The same river corridor is also a popular destination for fly-fishing and swimming, and the steep basalt walls of the canyon create a dramatic setting that anchors much of the local tourism economy.

Surrounding Garden Valley on nearly every side is the Boise National Forest, a vast expanse of more than 2.5 million acres of lodgepole pine forest, alpine lakes, and granite peaks. Trailheads, campgrounds, and off-road routes lie within a short drive of town, making it easy for guests to spend days hiking, mountain biking, wildlife watching, or simply exploring backcountry byways. In winter, the same terrain transforms into a hub for snowmobiling and cross-country skiing, giving the area a year-round appeal.

About 30 miles north of Garden Valley, along the North Fork of the Payette, lies Cascade Reservoir, a large mountain lake popular for boating, sailing, walleye fishing, and lakeside camping. The small town of Cascade on its southern shore adds dining and lodging options and gives visitors a relaxed change of pace from the river canyon. Closer to home, the route between Garden Valley and the reservoir passes through Banks and the small riverside communities that have historically served travelers along this stretch of Highway 55.

Garden Valley is a compelling base for short-term rentals precisely because it combines genuine seclusion with a remarkable variety of outdoor experiences, all within driving distance of Boise's airport. Guests come for the river and the forest and tend to return for the quiet, the stars, and the sense of being far from it all, making it a market where well-located cabins and lodges can perform strongly across both the summer rafting season and the winter snowplay months.
