Challenging to Investors
STRs are prohibited inside Town of Larkspur (up to $5,000 fines), forcing investors to target unincorporated Douglas County where licensing is allowed but involves moderate fees ($500/$270 review + $130 license), notarized owner-consent, Life Safety affidavit, Building/Health inspections, septic permits, and PD/HOA exclusions. No hard caps but compliance is technical, multi‑agency, and costly enough to dampen investment appetite.
