Challenging to Investors

Perris Regulations

STRs are not explicitly prohibited but require zoning clearance for transient lodging and standard business licensing, TOT registration, and fire/building permits; the absence of a citywide STR ordinance and lack of caps create uncertainty and compliance burden that can deter investors.

About Perris

Perris sits in Riverside County in Southern California's Inland Empire, a working-class city of approximately 80,000 residents known for its wide skies, big skies, and access to outdoor recreation. The community has a relaxed, blue-collar character and serves as a practical hub for visitors heading to the desert, the mountains, and the reservoirs that dot the region between Los Angeles and San Diego. It lies roughly 60 miles southeast of downtown Los Angeles, about 18 miles southeast of the city of Riverside, and is often used as a jumping-off point for exploring the broader Inland Empire and northern San Diego County.

Lake Perris State Recreation Area wraps the southern edge of the city and is one of the area's anchor attractions. The reservoir and surrounding park offer boating, fishing, swimming, hiking, and horseback riding, and they sit only a few minutes from most points in town. With mountain views, a marina, and a long shoreline, the park draws Southern Californians year-round and adds a strong outdoor-recreation appeal for short-term rental guests.

The Perris Auto Speedway, often called the "Southern California Fairgrounds of the West," is a quarter-mile clay oval that hosts sprint cars, midgets, and other dirt-track racing. Located right in the city, it runs regular weekend events that pull in motorsports fans from across the region. The track gives the city a distinct identity and provides a built-in audience of event-goers looking for nearby lodging.

The Southern California Railway Museum, formerly the Orange Empire Railway Museum, occupies a large campus in Perris and is one of the largest railway museums in the western United States. Visitors can ride restored streetcars and interurban electric trains around the grounds and explore a sizable collection of historic rail equipment. It is a family-friendly stop that pairs well with a weekend in the area.

For thrill-seekers, Skydive Perris operates out of Perris Valley Airport and is widely considered one of the top skydiving facilities in the country. Tandem jumps and skydiving lessons draw visitors from across the Southwest, and many of them need a place to stay before and after their flights. Beyond the city limits, Temecula's wine country lies roughly 30 miles to the south, the city of Riverside is a short drive northwest, and Palm Springs-style desert recreation is accessible within about an hour's drive to the east.

Perris is a compelling base for short-term rentals largely because of its central Inland Empire location. Guests can spend a morning at the lake, an afternoon skydiving or riding trains, an evening watching sprint cars, and still reach downtown Los Angeles, San Diego, or the desert within a couple of hours. That mix of convenience, affordability, and varied nearby activities makes the city a practical and appealing spot for rental investors.
